Well, google is good, but google wont help you improve, sorry to say. This is what you should do to improve and get better.

Talk to your school's art teacher, ask for pointers of what to do. All teatchers and artists will tell this one thing, Practice, draw everyday, work on improving work, look at other peoples art, get some ideas of where to start on heads of how to do them. There is a lot to do, but the most importain thing is to always draw and you will improve a lot, in my years of drawing I've notice thats the best thing to do. There are great computer programs to use, there is paint, Art rang, Photoshop, and others, but you would most likly get a tablet, its hard to do things with a mouse. The scanner part is that there is many out there, you have to just know what type of brand you want, there are many different size of scanners to, so you got to pick wisely of what scaner you want, dont go with too cheep ones or they just might not be the best. Thats pretty much all I can do to tell you how to draw well. ^^ good luck
